Original Intent

The original intent and purpose for SB 48 to implement LGBT issues into textbooks and K-12 courses was to end bullying, but bullying results in a number of different reasons.

In the original letter of support the FAIR Education Act suggests that “some children’s needs are still not met by the law. Lesbian, gay, bisexual and transgender students are an example of one group that is still vulnerable to discrimination in instructional materials and school activities” and SB 48 “would remedy this problem by adding coverage for sexual orientation and gender, consistent with other laws prohibiting discrimination such as the Fair Employment and Housing Act and the Unruh Civil Rights Act”.

Children and young adults chose to bully one another on more than just gender or sexual orientation related issues. Other reasons for bullying could be race, ethnicity, social status, style and physical appearance, etc. While bullying is very prevalent in school, it starts at home.

One study from the British Journal of Developmental Psychology states that “children reported higher bullying and victimization at home and higher victimization by older brothers. Respectively, 38.4% and 34.4.% reported bullying and victimization experiences at home, with particularly higher levels of bullying boys (48.9%). By contrast, lower levels of bullying and victimization were reported in school: 17.1% and 23.2%, respectively” (Menesini) If the percentages of bullying are higher in the home, rather than school, it is the parent’s responsibility to stop it. It is the parent’s responsibility to keep their children from being the perpetrators of bullying.

These issues should instead be taught by parents (if they chose to do so) and not forced through school institutions. Parents have their own ways of teaching their children about specific, important topics and it should not be left to schools to take the place of this. It is a parents choice what they want their children to learn and when they want them to learn it.

One intention of SB 48 is to prevent bullying in grammar school, yet we learn the difference between what it right and what is wrong from our parents. Parents are to act as role models for their children through proper guidance, interaction, reminders, etc. Each parent’s mode of teaching is different as well; what one parent may find completely acceptable to tell their child, another may find completely offensive or inappropriate and it shouldn’t be left to a school institution to teach such substantial, yet sensitive concepts.

While the option of sending their child(ren) to a private school is there, many families cannot afford this luxury.Therefor their only option is to keep their children in public school or homeschool their children themselves, which we know is impossible for the majority of parents due to the fact that they have jobs.
